Rule 5 Draft Considerations - Winter Roster Additions

It only takes a second to DFA someone. Just takes up to 10 days for the process to play out. We still don't know if it is allowed in the context of a Rule V pick, but certainly on Tuesday the Phillies unofficially signed Benoit before they DFA'ed Mariot, and the two transactions were official within seconds of each other.

As I understand it, under the new CBA, the DFA time period has been reduced to 7 days.

This has to be good news for the DFA'ed player. It must be tough to hang around for 10 (now 7) days and not knew where you may end up. I am surprised the players didn't seek even a shorter term. Ok maybe they did seek it and not get it.

A minimum would be around 3 days - it takes about that long to request outright waivers and wait out the waiver period. That would leave really minimal time for a club to pursue a trade after DFA'ing a player.

I think most players know pretty quick, if they have gone unclaimed. Those guys generally don't get traded so then it's just a matter of whether they have the right to refuse the minor league assignment. But 7 does seem like plenty for all possible scenarios.

Some whispers around OF Andrew Pullin and/or LHP Hoby Milner being selected today by other organizations.

Seeing alot of talk about the Padres. Last year they ended up with 4 Rule V picks after trades and this year they enter the draft with only 33 players on their 40 man. I think if no one else does you can be guaranteed they will take Milner as they desperately need any pitcher at this point.

First round: Philllies drafted SS Jorge Flores from the Blue Jays organization.
Second round: Rays drafted RHP Jairo Munoz from the Phillies organization.

Flores is from Mexico, just turned 25 last month. He's listed on baseball-reference.com as 5'5", 160 lbs. Spent most of 2016 with New Hampshire in the Eastern (AA) League, hit .187/.260/.242/.502. I have no idea why he was drafted.

Interesting. This helps clarify things. You can't outright a player after the deadline (start of the Winter Meetings, essentially), but you can clear a roster spot with a release. Presumably the Braves asked, and got unconditional release waivers on Perez in the past few days, so other clubs would have known what was up, even if we didn't! Not a definitive answer on DFA, though. I'm still leaning "no" on that - because that would allow a club to blind-side the other clubs with a late DFA, and I don't think MLB wants that.

This tells us that Pullin has been moved to the AAA reserve list; he's still listed on the public MiLB rosters as being at Reading, but those rosters (and associated transactions) aren't particularly well-maintained by MLBAM in the off-season.

Matt Winkleman is of the opinion the Phils took Flores to fill a AA need:

Malquin Canelo will be the AA shortstop. Perhaps they see Flores as the AA backup (KC Serna having moved on).

This is a good Rule 5 result for us. I was expecting to lose Pullin. While not likely a future starter, I think Pullin will be a 4th/5th IF for the MLB Phillies within a couple years. It wasn't a huge chance that we'd lose either of them, but with as many roster openings as SD has, I'm also irrationally happy that we didn't lose Tocci or Pujols.
