Well, depends how you see Stassi, Ruf, Hunter, Burriss, Buchanan, Morgan, Garcia (29), Mariot, Hinojosa et al.
To me it's a squad full of solid AAAA players, which is not a bad thing, you actually want that in your AAA team so you have guys who can come up for a month and not be totally useless.
Compared to other AAA teams they have a solid group of prospects, but when you look at the rest of the Phillies farm teams, there are almost no "ringers," experienced minor league players at Clearwater or Reading, even an older player like Numata is a conversion project, not a minor league "lifer."

Reading; Serna, Fox, Vasquez
Clearwater; Campbell, Martin (older players who should be in Reading or higher if they were prospects)
Lakewood; Tomscha
This is very different that the norm for the Phillies farm system where they drafted lots of older college players as filler, brought in "lifers" to fill out rosters, and inflated the records of minor league teams that way.
