If we can't land Machado and Harper, my focus would be on an OF to move Hoskins to 1B, trade Santana if he can't handle 3B, go with Crawford, Kingery and Hernandez up the middle, Quinn to push Herrera in CF.
I might trade Williams for a true RF, not sure I trade Hernandez if he can't bring a sufficient return.
My focus would be to upgrade the defense first, then the offense, even an average defense would make a big difference given the depth and quality of the pitching staff.
I think that's what Klentak will do, his emphasis has always been to buy hitters and develop pitchers, but to develop pitchers you have to have good defense - young pitchers are more vulnerable to bad defenses because they lack the confidence to deal with constant adversity (like last season when big innings often resulted from multiple miscues).
We have young pitching coming out of the wazoo, if Irvin's stuff doesn't translate, Romero is right behind him along with Suarez, if De Los Santos isn't ready to start, he'll get pushed to the pen by Medina, and so on. Look at all the pitchers we let walk last year, Thompson, Lively, Kilome, etc. and we won't even notice their absence this year. What we need is just a good enough offense to keep us in games and a solid defense to keep us from getting knocked out of games.
