Atown, I think Rule V concerns are greatly overblown. There were only 18 picks made last year. 16 the year before. Teams don't have enough space on their own 40-man rosters, and it's too hard for a guy to stick. Less than half of them do. It's highly unlikely the Phillies will lose two players (even if two are drafted), and one of those will probably be replaced by them making a pick.
If it's really a huge concern and there's no trade market for Joseph or Rupp (which it seems there isn't) you can always move them just to move them but if you have to expose 8 guys instead of 6 their value is probably still higher than the tiny risk of losing a second or third player.
