That to me is part of pitchability, more focus on movement and less on pure velocity.
Pitch more to soft contact than Ks, because that keeps pitch counts down.
Luzardo is a good example, plenty of velocity, but he needs to be reworked, tipping breaking pitches and throwing FBs that are very hittable even at 97-98. Compare to Wheeler's 4 seamer at 95-96.
The overemphasis on velocity not only blows out pitcher's arms, but creates a mentalite that the solution to a pitcher's struggles is to throw harder. This is a ML problem, the emphasis on velocity the last couple decades has resulted in pitch count limitations, and self-selection of hitters who can hit high velocity (but are often vulnerable to pitchers who can change speed).
I think it was Colon? who basically threw mostly FBs but could vary speed from 85 to 95, so hitters were kept off balance. Don't see too many pitchers in today's game that can do that.
