The Dodgers barely had a bullpen last year, even after overspending/stockpiling for it. In the '24 World Series their saves were by Vesia and Buehler. The best playoff relievers in '23 were Sewald (until he sucked in the WS and he's largely cooked now) and Sborz (for the other team in the WS).
Phillies have built good bullpens, the "roulette" is just the way it is all the time. Last year was a reasonable process and the worst possible outcome (Alvarado, Romano, even Robertson. At least Kerkering is still young and cheap).
Best way to avoid roulette is to have a better offense and a better rotation. That's how the Dodgers wound up doing it, and how the Phillies might have with Wheeler and a more productive Harper (as well as a healthy Bader or a time machine for Casty).
