Baseball Reference has an excellent page on the JAWS rating which, of course, isn't the do-all, end all. But, you can play around with the categorical rankings.
In terms of JAWS, he's a head of only HOFers Phil Rizzuto (a controversial election) and Rabbit Maranville. In terms of WAR, he's ahead of a few more. But then in terms of hits he's 14th all-time for shortstops, 10th all-time for runs, 9th all-time for home runs, 11th all time for stolen bases. And, it should be noted that this table only includes OFFENSIVE statistics.

In the end, Rollins HOF resume is largely built upon counting stats but still, he matches other shortstops in the Hall, albeit those on the lower tier of enshrinement. Interestingly, his longtime doubleplay partner Utley's HOF resume is the converse of his, weak on the counting stats (aside from homers) but strong on the sabermetric stats. Imagine if they both went in the same year!
