I mean in recent years. Plus, the legendary players who panned out, like Bell or Herrera or JD Martinez (Vic doesn't count 'cause he got to go to AAA) are rare, and in many cases their team still didn't miss the guy. There are just as many examples of mistakes like that made outside of the Rule V process, especially when it's relievers or late-blooming players.
I can't even think of who the Phillies might have lost in the last five seasons which either means they didn't lose anyone or it wasn't anyone that good. I think one of the guys from the Abreu trade pitched for the Dodgers, was that one?
I find a few of the choices puzzling and no front office is infallible but these aren't obvious mistakes or gaffes, if they made those decisions they had their reasons. Those reasons could be wrong but it's not about Tocci vs. some other guy they protected, it's more about the current OF depth chart and where they see Tocci in two years. One assumes they don't want to lose him but they are also prepared to.
