Remember there are still over 10 teams with a $300K limit on signings. I think 2 or 3 of those teams like the Dodgers did figure out a way to spend their allocation. Most did not and some of them are small market teams. It was ironic that a bunch of the allocations traded were from a couple of teams not under penalty like Baltimore, but there are definitely teams out there that have them and they have minimal value (because they go away if unused).
Now it would be nice if MLB would publish what has been used and what has been traded. Even the list of teams that can offer the most money to Ohtani is incomplete because it skips over all the $300K penalty teams.

Those with no bonus listed are primarily lower dollars. One newspaper estimated the last 7 combined cost $800K so it is possible they are all under $300K. That leads 9 players who could become free agents if they made everyone over $300K a free agent. Most are not on prospect lists and did not even make it over to GCL so it is hard to know if their projections have changed. Severino (2B) and del Rosario did have pretty good GCL years.
We might have all these players plus Ohtani plus the new Cuban eligible plus the guy the Twins dropped. Let's get some allocations and get a couple of these players. In some cases teams are cash limited so they would prefer to trade them. If we are dealing either Galvis or Hernandez there is no reason we can't get some extra allocations. Even the Angels might have some left (announced signings are less than $3 million of their $4.75 million).
