What's missed is the Phillies are only in the 2nd full season of their rebuild, 2013 and 2014 were totally wasted years.
So you can't really judge them until 2020.
But they certainly are putting together a lot of assets.
But there's luck involved, no sure things when they drafted high, so far no Altuve ($10K signing) that surprises (though Sanchez may turn out to be his equivalent).
On the other hand, this wouldn't be a bad 2019 lineup:

With Sanchez, Dominquez, Howard, Seabold right behind them in 2020
RP Neris, Morgan, Pinto, Therrien, Ramos, Rios, Davis, Aruno, Rivero, Singer, Aruaz, Gilbert, Leftwich
They have lots of talent in the pipeline with more coming, many will "flame out" but this isn't a "cross your fingers and hope most of the prospects make it" rebuild like the Phillies used to do.
This is throw a lot of prospects at the wall and see who sticks.
