Problem with the Flyers is they were allergic to the concept of rebuilding, Holmgren had a great opportunity after the Carter-Richards trades, Hextall started a rebuild, then basically stopped, after trading Kimmo and Coburn at the 2014 TDL, pretty much only minor transactions until the Schenn deal in the summer of 2017, then blows the cap room on 29 year old JVR. Flecher was hired with a 'win now' mandate by Holmgren, and after the Giroux trade, instead of trading Risto and Sanheim and start a rebuild, extended Risto and traded FOR TDA.
Briere is the first Flyer GM who has actually used the word "rebuild" out loud.
But people expect a NJ/Buffalo/Chicago tank, he's already has Michkov, Gauthier and Bonk in the pipeline, (2) 1sts and (2) 2nds in the 2024 draft, so he probably wants to see the current roster in action before taking his next steps. If the young players like Brink, Foerster and Andrae are for real, the process is accelerated, if they fall short (or some other young players regress) it's fire sale time.
