Eastman is reported as signed (Callis tweet on the 27th - Callis works for mlb.com), at slot ($522,900). Mlb.com lists him as signed, at slot, on their draft tracker. The only things "missing" here are a listing on the mlb.com transactions page to the effect that he's been signed, and a Phillies press release. the mlb.com transactions pages are routinely late being updated - and in any case, don't get updated when a player signs, but only after all the bureaucratic stuff (contract review/approval by the Commissioner's Office) is done.
As for the Phils' press release - they typically do one release early, with the highest signing they can trumpet (this year, Bohm signed early), and another one at the end of the process. They don't dribble 'em out. I would expect a summary release sometime after the deadline - and not necessarily all that quickly; it's a summer weekend, and they may not consider it important enough to address right away.
ADDENDUM: Eastman seems to think he's signed. His Twitter page reads:
Cal State Fullerton Alumni. Professional Baseball Player for the Phillies.
I have no comment on his apparent belief that he is plural...
