Local paper in Kankakee, Illinois, the Kankakee Daily Journal, reports that 40th round pick Waylon Richardson evidently is not going to sign with the Phillies:
Perhaps the most notable name from the 2018 squad was right-handed pitcher Waylon Richardson, who will attend St. Leo University in St. Leo, Fla., despite being selected in the 40th round of the 2018 Major League Baseball draft by the Philadelphia Phillies.
Richardson visited Philadelphia last week after the draft. Given this news (assuming it's final), I have to guess that the Phils simply didn't "meet his number,' as it were. He'll be draft-eligible again next June, as a college Junior.
