The most effective way to re-open the economy is fix the public health crisis. To re-open, we need to have established comprehensive testing so we know who is sick (so they can remain isolated for a period of time) and who is not so they can go back to work etc. Without that data, we'll never know what is reality and what is more Trump fantasy or "hunches".
To achieve comprehensive testing across the country, we need to produce test kits on a mass scale and distribute them effectively to hospitals, health centers etc. nationwide. We are no where close to that even now after multiple months of understanding what we are facing.
In addition to testing, the administration has done an awful job of ramping up the production on a mass scale of medical equipment, PPE, masks and everything else the heroes on the front lines of this fight need every minute of every day to save lives. After two months, Trump finally said he would invoke DPA to mandate private industry to solve this problem and get paid for it under the authority of the federal government. Then he refuses to implement it and continues to allow the states and hospital systems to fight each other for these supplies. It is absolute lunacy and the height of federal government failure.
Again, this administration has everything backward and has no plan or clue for how to solve the real problem
Trump and his administration see this as a combination of a PR, economic and political crisis
It is, again, a public health crisis that has resulted in economic, PR and political issues for Trump and his administration because they wasted precious time denying reality and have still not gone in 100% to fix the problem.
Fix the public health crisis first, all focus, resources and energy should go there. If that is done effectively, we'll be able to open the economy back up quicker and get back to all the other issues this country faces.
