I'm not certain whether being sent on a rehab assignment constitutes being "off the 10-day DL" or not; I'll have to research that in the Rules (and I'm going to be going downstairs to fire up dinner - Korean BBQ beef, served with rice) in a few minutes, so not digging into the rule book just now. Rationally, though, I wouldn't design a rehab as different from the DL; going on a rehab assignment doesn't really mean you're "recovered" from injury; rehab is part of the recovery process (at least for us normal human beings!) - it isn't just "getting back into playing shape." In Eickhoff's case, it took the rehab start to demonstrate that whatever is causing his numbness is in fact not "all better" (I too am guessing nerve impingement, in wrist or elbow, that's probably not going to get better without surgery). I don't see that as a "new" injury, but rather as just the prior one, not responding to rest as therapy. I would guess (again, without doing the research here) that his 60-day clock would start when his 10-day clock started... and I'd also guess that it probably isn't going to matter at all, because if he's headed for surgery, he's gone for longer than that either way.
With regard to Walding - the Phils don't burn an option year until (and unless) he's sent on optional assignment at some point after being added to the 40-man roster (and being on optional assignment for a total of 20 days or more). As of now, he has never been optioned.
