Ban assault-type weapons. AR-15, Bushmaster, etc. (Also AK-47s, if you can find one!) Ban them completely.
Nobody needs automatic or semi-automatic weapons for target shooting. You shoot one round at a time; if you try to shoot bang-bang-bang, you aren't going to hit the target. Recoil is real.
Nobody needs automatic or semi-automatic weapons for hunting. Again, you AIM, you shoot one round; if you miss, you reload (bolt, pump, lever action), AIM, and shoot a second time. If you miss again, the target is gone.
Nobody needs assault weapons for home protection. If you have such a weapon and you're not a complete idiot, you have it in a locked cabinet (beats having a dead child, eh?). If your home is invaded... the weapon is locked in the cabinet. Good luck there. Besides - your home isn't going to be invaded; if you think that's more likely than, say, being struck by lightning, you've been watching Fox News (and there's no hope for you).
Nobody needs assault weapons to defend against a tyrannical government. You think you and an AR-15 are going to stand against the US Army ? Ask any member of Saddam's elite guard how effective a trained soldier with an AK-47 is against the US Army. Yeah, right. You try this, you're dead.
Yes, you may need a weapon like this if your need is to shoot a lot of people quickly.
Oh, wait...
So, ban 'em.
With regard to hunting rifles: Bolt action, lever action, pump - all are fine. Internal magazines are plugged at three to five rounds. External/swappable magazines are prohibited. Same is true of pump-action shotguns. You simply have no need for more.
Handguns? Generally prohibited; there may be some legitimate exceptions - target-shooting weapons come to mind. But exceptions should be limited, possession should be tightly regulated (e.g., you have a target-shooting pistol, you keep it - locked up - at the range. It's not under your pillow!).
ALL firearms must be registered, and must be stored in locked cabinets. Local authorities are empowered to inspect your storage and verify that you are in compliance. If you're not, they will confiscate your firearm. Permanently; you don't get it back after paying a fine.
The 2nd Amendment? READ IT! It's about the Founders' concern for common defense: "A well-regulated militia...." etc. It is NOT about individually owned, unregulated firearms kept in homes for whatever reason the owner may have (e.g., to reinforce an otherwise inadequate sense of self-worth). This is OBVIOUS from the text and original intent. D.C v. Heller is a travesty of jurisprudence, right up there with Plessy v. Ferguson. It ignores the plain meaning of the Constitutional language.
