I kind of doubt that. This is all about cost certainty for a small market team. The calculation of WAR/$ is strong with these types of contracts collectively. This really has nothing to do with a potential floor in the next CBA (which has a stronger chance than a salary cap and would be predicated on more revenue sharing).
It is just good business for a small market team and if they happen to become stars they can either keep the player or trade them for a huge return. In general teams are not gaming the next CBA with current contracts. They'll just react to the new system when it is in place. Articles sometimes say that it is due to the CBA but that is all heresay with zero evidence to back it up. Risking money on good prospects that you know best in your system is generally a good risk even if it does not always work out.
