Pretty disappointing since then though. I would say that he is a step behind Brito or Gamboa. Was a year older than those two at Low A and most importantly had not improved at all from 2016 to 2017. I suspect he would not have been ranked in their top 30 (or maybe even 50) after this season. They probably have better and younger prospects at the same position they would prefer to play.
He is probably the best prospect that has moved for international money. We do not know how much but this is likely for a large amount since we saw complete non-prospects be moved for some money. As I said before, the new system might slightly raise the value of the slots but really won't change much until 2 years from now when there are no teams in the penalty.
It would still be nice to see the Phillies trade for more as I doubt they acquired more than an extra $500K which they are probably just using to fill out their rosters with $10K-$50K filler. An extra high end prospect or two would be good and potentially a missed opportunity like last year when they failed to acquire additional inexpensive allocations. At some level we also need a little compression to help with the 40-man roster crunch. Dealing someone like Tromp might be a good way to deal with that. Not a complete non-prospect, but someone where it is hard to see him becoming a good major leaguer. Pullin is in that boat as well.
