Well, to be fair, the big money under 23 guys were snatched up by the Padre overspend, and those deals were probably negotiated a year ago, so even if the Phillies wanted to chase those guys, they weren't available. The Phillies should be negotating right now for next summer as a fallback if the international draft isn't established and the current rules continue in place.
Given the list of players they've signed, and continue to sign, I suspect they'll come close to their allocation by June.
As far as trading for additional allocation, if the million dollar under 23 guys are gone, it would be hard to spend (how many LA players get $1M+ deals, 20? 30?). Last year Ortiz ate up a big chunk of money, but I don't think they had anyone lined up this year - it's sorta "go big or go home," either bust the cap by $10M or do what they're doing, grabbing all the second tier upside guys you can find.
If they land few guys like Franco, Kilome and Sixto in this group, it ain't gonna matter that they didn't throw $21M at a less than sure thing.
