To me ultra-fast players are always valuable.   Maybe it was my complete lack of foot speed that fascinates me about them, but I would love to someday see a repeat of the glory days of the mid-80s Cardinals.   With the bigger bags I actually think those days may come back in the next decade where a team loads up with guys that are a constant threat to steal.
I lived in Pensacola for Bilky Hamilton's near 200 SB season (over multiple leagues).   It was exciting, he simply could not be stopped at AA.   He had a pretty good chance of stealing the bag if it was a pitch out, if it wasn't the defense had no chance at all to get him.
