Ah, no that makes sense. I was referring more to the lack of any description or criteria for the award in general. And I could be wrong about that too. It's just that the MLB equivalent has always been so prominent (if still pretty loose. The whole "best" vs. "most valuable" will always be impossible to fully settle).
The rules of the voting remain the same as they were written on the first ballot in 1931:
1. Actual value of a player to his team, that is, strength of offense and defense.
2. Number of games played.
3. General character, disposition, loyalty and effort.
4. Former winners are eligible.
5. Members of the committee may vote for more than one member of a team.
And as we can see there, MLB players aren't disqualified from winning the award if they don't play enough games, but it's one of the criteria.
I'm not sure Joel was going to hit 65 even without the injury.
