Archer is either available or he isn't, apparently the Rays view him as not entirely affordable. They always trade those guys a couple of years early.
Well, we'll know a lot more about their plans four weeks from now. What they say vs. what they do. But the goal of going .500/being respectable is still in reach w/o some of the major moves people want (and if it goes that well you can also upgrade in July, as well as with Kingery). But the goal of aggressively trying to compete for the postseason this year is clearly not in play, at least not based on their statements so far.
For me Kingery needs the time, and they want to manage his service time. If only one of those two things was true you bring him up, but both probably are. Sticking with Franco and/or playing Galvis at 2B is as much about buying time for Kingery as anything, just like signing Kendrick last year was about buying time for Williams, and keeping Freddy bought time for Crawford. Not every player is the same but so far the approach has worked. For Hoskins as well. If he'd come up earlier maybe he would be further down the line as far as adjustments now, but he also might not have done what he did that first month.
