It would seem that he and Rollins are both in that borderline gray area but for opposite reasons. Rollins resume is good for many traditional, old school criteria--won an MVP, multiple gold gloves, close to 2500 career hits, good "counting" stats compared to many shortstops in the Hall, SS for some great Phillies teams (including a WS-winning team) and the way he seemingly willed the Phillies to that 2007 division title is the stuff of legend. However, his modern sabermetric resume is somewhat flat, though it exceeds some SS's who are in the Hall (and, it's fair to ask that if Omar Vizquiel gets in, what about J-Roll?). Utley, on the other hand, is lacking in quite a few "counting" categories but strong in sabermetric categories.
