Most of the misses you're complaining about were pre-Klentak.
Yes, we missed on a lot of opportunities, but last year wasn't the year to go over the limit in LA unless you went big, and the top guys were locked up by SD and a couple other teams with deals that were probably negotiated 2-3 years ago (before Klentak), we locked up Ortiz at age 14. And the Cubans last year were overpaid and a shadow of the talent that was available 3-4 years ago.
They traded for allocations this year, but there only so much money you can spend now in LA, at some point you're throwing money at marginal prospects (the LA talent pool just isn't that deep).
Atlanta had more assets to trade, had we started trading after the 2012 season we would have been competitive again by 2015, waiting 2 1/2 years really killed the value of our assets. Again, that's not Klentak's fault, nor is it his fault that the previous FO valued tools over talent. There are some players/prospects that I expect to be moved b/c they're not good fits. But there's no reason to rush, I'm sure Klentak watches Freddy and Joseph chase bad pitches, Franco try to pull everything, and makes notes. But he'll wait to see if and how much they improve before the end of the season, whether Velasquez ever develops consistently secondary pitches, etc.
July is about trading your 'short timers,' December is when you make your major moves.
Phillies simply don't have the kind of major players that a contending team wants to add in July (other than Nola, and maybe Herrera), established, reliable veterans that can help you win now.
In December, teams are more likely to shuffle their roster with a view to the future.
