I really take this whole thing at face value. It doesn't hurt anyone or anything to experiment, explore all options, develop versatility. It also reflects the reality that Galvis likely won't be on the Phillies after 2018 but Hernandez is controlled until 2021. While that gives him considerable trade value, it is also possible Hernandez, Kingery and Crawford will be teammates for a while (especially if they all look like upgrades on Franco). All of these things remain to be seen (and they could even extend Galvis, though I doubt it), so this strikes me as proactive and open-minded, not desperate or weird. And with the Pigs so gutted and on their way out of the playoffs, these are basically spring training games. (Also, apparently Kingery has been working out at other positions for months.)
