The Phils are doing Tatum a favor - pitting him against better competition quickly, so he can evaluate whether it's worth continuing as a pro. Given that they gave him a minimal bonus, and are now paying him sub-minimum wage, the sooner he can judge whether there's a future in organized baseball, the better for him. If I were him... if I'm moving up, holding my own, I hang around. If I'm not... life goes on.
