Well, that's an interesting question. Who is the bigger threat to outbid the Phillies [though I still don't think they'll try very hard], a team that would make him their #1 and pay him accordingly or another team that can afford to pay a #3 like a #1?
A team like the O's would only lose its second-rounder and $500K international too, as opposed to 2nd and 5th and $1,000,000. I still don't think that stops any of the tax-paying teams though.
