Ironically Castellanos is far better with RISP than not (254 BA and 345 OBP vs. 209 and and an appalling 252). SLG the same (.366 and .367). But he's much better with men on base - close to an .800 OPS. The problem is he needs to be an .800 OPS player all the time, and even that is not what the Phillies thought they were signing.
Norwood was really just an extra part with expanded rosters. It remains to be seen if Nick Nelson is this year's Hale. It's not like they ever got a better pitcher for that role once they got rid of Hale - it just went to the failed starters.
Of course the Phillies can afford to eat that extra money. But I genuinely believe they believe Familia can be fixed and it's not unreasonable to think so (much like Bradley last year). But to be trying to fix two guys at once is untenable, even if their replacements wouldn't necessarily be better. The IL has to come into play eventually. the line between "sore" and 'injured" especially when there are obvious mechanical or velocity issues, has got to be pretty much meaningless.
