I don't disagree at all with anything said by @Squire or @bkeich as I'm more for Wentz then Foles. I'm just saying that Foles, to me, is more then a backup QB. 22-11 is essentially a 2 year period. That's essentially 11-5 two years straight. That's pretty good. Throw in a 3:1 TD/INT ratio and that's very good.
Yeah, you can say he's a system QB, but I can also say that most QBs are system QBs in the broad sense that smart coaches design their playbook to the skills and strengths of their personnel.
