andyb is correct - there is no option used in 2017 if Crawford is called up in September - unless the Phils subsequently option him back to AAA in September, and he's on optional assignment for 20 days this season. But... this is beyond "unlikely." First, no rational GM would add a prospect to the 40-man roster in September, and then burn an option on him. Second, it's unlikely (or impossible) for a player to be optioned after a September 1st call-up, and then spend 20 days in September on a AAA roster - their season ends.
Kingery will not be called up in September, unless the Phillies intend to make him their Opening Day second baseman in 2018. He is not eligible for the Rule 5 draft this December, so they will not use a 40-man roster spot on him unless they intend him to be in the big leagues in April 2018... and frankly, even then, they shouldn't burn a spot on the Winter Roster on him; if they want him to be in Phllly in April, they can add him in March.
If Galvis continues to be reasonably productive, I would also expect that Crawford and Kingery will open as the AAA middle infield in 2018 - unless the Phils get an attractive offer for Galvis (or Hernandez). But Galvis is a FA after 2018, so if Crawford plays reasonably well from now through next July, Galvis will be gone. Kingery need not move up next season, unless he forces the issue... although he'll need to go on the winter roster after the 2018 season.
