Well, 100% of the teams in baseball have been complacent at this point in the off-season. The Phillies are almost certainly going to add payroll. They are going to attempt to add 8 WAR (two starters, one reliever and one bench upgrade ought to do it). They're just not going to add $100 million in payroll trying to add 15 WAR.
If it's not as much $ they added last year that will only be because last year they added two starting position players and this year, in theory, they don't need any. But in practice, they probably are going to add 1 or 2 surprises (especially if you rate those 1B rumors as meaningful, or think they might give up on Franco).
If this team is actually good it will be because the Fangraphs 72-win projection is wrong because the returning players are better than expected. I don't think flipping is on the table but it's not a bad option either. It's an option you leave open because it means your young players have made it an option, not as a default strategy. Sign a veteran fourth OF and if Altherr and Quinn are still standing upright and Williams is hitting .300 on July 1, take the windfall. A flippable starting pitcher is less likely if they really get two good ones, if so, and all goes perfectly, you'll be trading some of the young pitchers next off-season or deadline instead.
